Is the theme statement or value proposition stated early in the proposal? Is your value proposition specific and quantified?
Content and Customer Focus
Did you preview the content in each section for the evaluator? Is content organized around the customer’s hot buttons or as outlined in the solicitation? Is the customer’s ownership of the hot buttons explicit, by name? Do you clearly identify how your solution benefits the customer? Are your discriminators obvious? Why us?
Did you substantiate your approach and any claims?
